400 bliz, welcome to the board. Lot of folks are out-of-pocket this weekend (Easter). You should get some answers in a day or two.
Back in the early days when the USSA was trying to figure out what was supposed to be in the Stock Classes vs. Modified Classes the 400cc engines were running against the 440s in MOD III (341-440cc). However in the Stock Class D (346-400cc) that motor, depending on who at the track was in charge of putting what where was a force.
The MISA (Michigan International Snowmobile Association) really had a handle on this and before the 1971 winter race season they started naming the sleds by make in model what went where (Stock vs Mod).
Can you post pictures of this motor? Engine tag also? See this thread for how to post picture:

Engine has HD72A Carbs
While I'm not an expert on blizzard races sleds, I'll give my thoughts.
(1) Either this motor never had a tag and was pulled to work over by the factory race team or other engine builders or (2) the original motor grenaded and the folks who swapped out the bottom end with an OEM replacement didn't switch the tag over or (3) It's a 1972 consumer 400 modified for racing.
Note: Correct me if I am wrong, the '72 blizzard 400 and 440 motors had rotary valve intake.
It's nice to have a tag as a quick look by the race day inspectors, but for major races they pulled the head(s) and mic'd the bore and stroke anyway.
Again, I'm not an expert. Be interesting to see what others who know a whole lot more than me think.

Any info on bertil siklund
oldcanary
That is a 1971 Blizzard motor, looks just like my 440 with the "trenched" heads. Bertil Siklund was a factory Ski Doo racer from Umea Sweden according to an ad in the 1971 Eagle River program. He was listed as number 2504 and entered in Mod 2, Mod 4, Non-Production and World Championship. Do not know how he finished. My 1970 440 had "Gilles" engraved on the cylinders, still do not know who that is. Maybe a driver or mechanic? Cool find! I'll let you know if I find any pics of 2504.

Bertil is registered as #224 in Winnipeg to St. Paul in 71 on skidoo but no times posted did he wreck before grand forks ? Not sure this was his engine but maybe? It has been modified at some point but close to timing hole above the bs initial is an M
